The Flamethrower is a weapon used by O'Neal (Chapter 11) and the arsonists you meet in Chapter 13. This weapon is highly effective against the basic enemies - even one "hit" is enough to kill an enemy. When equipped, the Flamethrower slows the main protagonist down, thus you should consider equipping it only when you want to use it.
You can acquire this weapon in a way similar to the Sniper Rifle - first, you have to get the damaged body of the Flamethrower, and then the parts necessary to fix it. The body can be obtained after fighting O'Neal at the end of Chapter 11 - the damaged Flamethrower is lying next to the dead body of the boss, you just need to pick it up.
In this case, the repair parts include fuel tanks. You can get them by looting the bodies of defeated enemies you encounter during Chapter 13. These enemies can be found in several locations across the city. You meet the first one right after you enter the hideout (beginning of Chapter 13), the second one is next to Sanctuary Hotel - you have to go there in order to complete a main mission. You cannot miss it.
Be careful, as these enemies are difficult to defeat - they are not different then O'Neal from the end of Chapter 11, and can be more dangerous, as other monsters can join the fight.
Defeat at least two such enemies and collect the fuel tanks. Now go to any hideout and use the workshop to craft the Flamethrower - the same way you did with the Sniper Rifle. Now you can use this weapon!
