The first collectible in this Chapter can be found at the very beginning. After reaching the surface, turn camera leftwards - you will see an Arbour, where you can activate the Memory.

You cannot miss this File.

You cannot miss this File - you take it automatically after you start completing the main quest. Just approach the gate and investigate the corpse lying next to it, to get the photo.

File #18 - Report #00977: Urgent Structural Issues

File #18.

You can get this file right after entering the City Hall (after you fight a boss - Guardian). Upon finishing the conversation with a member of Mobious, go towards the door (behind the corpse) and turn right. Reach the end of the corridor and turn right to enter a small room, where the File is.

File #19 - Krimson Post Article

Another File you cannot miss.

You find this File after solving the dummy puzzle. Go through the unlocked passage and continue along the corridor. More or less in the middle of it, you will find a locker with a lamp on it - next, to the lamp, there is a File.

File #20 - Photo of Murdered Mobious Operative

File #20.

Truth to be told, you cannot miss this file - you find it after collecting File #19. It is a photo on the desk.

File #21 - Handwritten Note

The File is inside the room with immobilized enemies.

File #21 is in a red room with immobilized enemies. The File is on the table by the exit from the room.

File #22 - Report #00213: Union Social Maintenance

Another Filer in this Chapter.

This File can be found after fighting a boss - Obscura. After the fight, take the double door, reach a stone railing, and turn left. Go through another double door - inside the room, on the desk, you will find the File.

Locker Key #13

The last collectible in the third Chapter - the statue with the Key.

It is easiest to get to the last collectible in this Chapter from File #22. Leave the room and go forward. Go downstairs to the lower level. Turn left and go to the end of the corridor. Go through the double door to the right and continue forward - from a distance, you should see the statue with the Key.
