Before you walk into the basement, switch to Billy and select the Shotgun or the Grenade Launcher (if you are playing at a higher difficulty level). What speaks for this is that in the first corridor, there are three huge spiders. Try to eliminate all of them ass quickly as possible, especially that they spit venom at a distance. During the fights, Rebecca should stay behind. After you have cleared the corridor, reach the only new door at the end (the door to the Monitor Room is still locked).
In the new room (M3,2), you find Ink Ribbons and a typewriter, but you do no need to save the game now. Apart from that, you find a new file here - Correctional Institute Inmates List. Walk into the neighboring room (M3,3) and take interest in one of the corners, where there is an opened grate in the ceiling. Stand there as Billy, press the interaction button and confirm that you want to give Rebecca a boost to the hole (Yes) thanks to which she can get to the next room.
After you cut to Rebecca, take a look around the torture chamber (M3,4) and check out the file on the floor - About the Power Regulator. The contents of the file is a hint for the next puzzle, because you find out that the value to be reached is 70 V. Approach the control panel at the opposite wall and interact with it. The puzzle is that switches need to be in position to yield 70 Volts. The solution is: Up, Up, Down, Up, Up. After you solve the puzzle, the game will show you the newly unlocked passage and you learn that you need to save Rebecca from falling into a chasm.
