The Hellbill can be found at any time in the lava caves. Like any rare creature, it must be photographed to appear in the Hunter's notes.
In order to have as much time as possible to find a rare creature, it's best to go on an expedition tour to the chosen hunting area. Expeditions allow you to choose the time of day and have no time limits.
Before you go, make sure that you have eaten a meal that increases your level of endurance, as reaching the Hellbill requires running along the walls and climbing to higher areas of the location.
Once you find the Hellbill, try to select a greeting from the action bar and see what happens. Good luck!
The inferno is located in a cave near Area No. 11. If the creature is absent upon arrival, wait up to 20 minutes for it to appear. If after this time the animal is still absent, complete the task and start the expedition again.
The quickest way to reach the creature's hideout is to use the cave entrance in area 13. Then, follow through area 14 until you come to a small lava waterfall.
The small entrance to the secret room is easily found with the Green Spiribird. Get off your dog and crawl inside.
Above the crack in the wall is a hole of a narrow tunnel. Use your kablobak and run upstairs. After exiting the tunnel, turn left and find a protruding rock hanging over a sea of lava.
The Hellbill can be found on the edge of the rock or bathed in magma on a nearby stone.
