After the end of the previous mission, step up to the blue container, where a bike has been hidden. You can now use it to get to the place shown on the map, or disembark and go on foot. Before you go, you will find few items in the container, a med kit and ammo. While driving the bike, watch out for patrols, as one accurate shot can throw you down from it.
After reaching the place, you will be standing before the building shown on the screenshot. Your target is on the first floor. The target is a Korean transmitter, which has to be hacked the same way as if during the first mission. After taking over the sugar plant in Westbury, mission will be an automatic success. You will learn that the red zone has a dozen or so strategic outposts similar to the sugar mill. Controlling those places will eliminate the enemy patrols from the given area, which automatically makes those areas safe to travel.
Warning! Now you should have enough money (600$) to buy an assault rifle, which is superior to your machine pistol in every way. If you have the money, use the gun locker to buy the said weapon.
After taking over the sugar mill, go to the Ned's armory on the other side of the red zone. Along the way, you will find a blocked passageway shown on the screenshot. The only way which will lead you to the spot is a small entrance in the train wreck. The conversation with Ned will end the mission, and you will receive 500$ as a reward (Now you should be able to afford the assault rifle, which I recommend you buy)
