Province development: economy | General tips TW: Rome II - Caesar in Gaul Guide

Development in is Rome II: Caesar in Gaul is no different than what you know from the base game. At the very start, you should examine financial bonuses and penalties ascribed to your faction. The Nervii earn 50% less income from trade and industry, while Suebi earn 50% less from agriculture - thus constructing mines for the Belgians or farms for the German tribes is pointless.
Having said that, I recommend you to focus on farming while playing as the Romans, the Gauls and the Belgians - such constructions like a Farm provide a steady source of food and money. Since Farms cause public order in a province to drop, you should also build some Water Containers or Wells in the same location - these produce less food than farms but do not generate dirt. Moreover, they increase the income from nearby agricultural buildings.
Public order can be improved with temples. In case of the Celtic tribes these will be Cernunnos' Temples, while for the Germans - Freyr's. Both buildings improve general mood and additionally produce food. When you are using Bread and Games edict, they also speed up the province development.
Sadly, Rome does not have any temple which would both improve public order and produce food at the same time. The best solution to this problem is to build a Latifundium (the most advanced farm) and a Nymphaeum (Sacred Grove development path) - the two buildings provide +5 food and +6 public order each turn. Issuing Bread and Games edict will increase the amount of food produced by 2 for each Latifundium in the province. Moreover, you may build a Delicatessen (advanced Public Forum) in the capital city of the province - this can stand in for one farm. If you need more money, you may choose to build a Cattle Trader and develop it into Forum Boarium. There is also no harm in investing into a Quarry.
Playing as the Suebi is the most problematic. They not only need Farms and Temples (devoted to aforementioned Frejr) but also a steady source of income. Probably the best idea is to develop settlements as quickly as possible and build several Quarries in there. Sadly, finding a good balance in this will require a lot of patience, and probably also some help from druids.
The above rules apply to every location, however, in provinces laying deep into you territory, you may use all construction sites on farms, quarries and temples, as you will not have to recruit your army there.
Dignitary
At this point it is good to mention about one of the four available types of agents: the dignitary. This character often has an attribute which can improve province development by increasing income from taxes, improving development speed rate or raising public order. The agent should develop authority skills with politics wing (this improves the economy) and philosophy wing while not forgetting about the basic skill. Moreover the above abilities allow them to eliminate enemy agents by hire assassins action.
