A merchant at Jericho Seaside Court, Molly Fox, will ask you to find a guy - she owes him money. This is one of the side missions in The Surge 2 - A Simple Favor. You'll find Molly on the ground floor of the building where she has her shop (in the corner of the building). The target of the task is in Port Nixon.

You'll find Finn on Paper Street, near the beach. To get to him, you have to jump to his hideout from the wall of an adjacent building, so he's easy to miss.
