Option 1: Kill Arlock
It is even easier to eliminate Arlock using this option. It is one of the guards (the one on the right) standing at the warehouse entrance in the port. Regardless of how you got through the gate, it is best to jump now onto the rope with a crate suspended over the chasm. Although this position does not seem to be the safest, you will be able to determine that the this guard is Arlock and take him out with a dart (and avoid being spotted afterwards).
This is not it, yet. Wait for the situation to calm down - you still have to collect the badge. To do it the safe way, use distraction or invisibility. You can, e.g. jump onto the alarm bell post and release it, jump onto the body (while activating invisibility), snatch at the badge and hide over the chasm edge.
Option 2: have someone kill Arlock
Just like earlier, you can make the target die without your taking any direct part in it. Just like above, jump onto the rope with the crate suspended above the chasm and jump onto the terrace of the neighboring building. Make it over to the building's back (over the rope) and eavesdrop on the two guards, while hidden behind the window. You will learn that he has an affair with the accountant's wife.
In this situation, you should intercept one of the "suspicious" letters. All you have to do is grab on to the straw roofing at the back of the building and get over the opened window in the empty bedroom. The letter is on the table, next to the other stuff.
Plant the letter in Finnley's room
Now, you only have to climb up and climb into the room (green walls) on the first floor (it is a good idea to enter invisibility to cross the balcony - it's the fastest this way) and plant the letter on the table of the accountant there. After he reads the letter, the accountant will dash out and go to kill Arlock. You sill still have to collect the badge on the corpse. The location of the corpse will depend on where the two ran into each other. Still, it will be marked.
Return to the hideout
You still have to return to the starting point. A good idea is to jump onto the rope suspending the crate again and climb up onto the balcony (occasionally, a guards comes to check it!). From the balcony, jump onto the rocks and go around the city gate. Then, into the hidout - the safe route is the same as the one you came here.
