Find the boat and read the letter
The boat is the easier solution, as the whole action consists of three simple steps. Unfortunately, you'll need a lockpick...
Begin by turning right. Descend to the ground level before you are detected by the guards that are standing in your way (watch out for the dwarf whose route includes this area - he can easily sniff you out from a distance). Follow the narrow passageways to find the boat (marked by the quest indicator). Enter the boat (distract the guards so you can enter it undetected) and pick-up the letter. Once you've read its contents, proceed to a safer location.
Find the captain
The letter sheds some light on the current state of affairs. You'll have to visit the inn to find the captain and carry him back to the boat. Begin by finding the building behind the tower that has a rope leading you to the top of the tower. Use the first rope, then jump on the next one that will lead you to the tavern where you'll be able to find the captain.
The captain has to be carried to the boat. First, open the door leading to the corridor (you'll need a lockpick) and carry the body to the balcony on the left - watch out for a knight patrolling the corridor. Use the roofs to get closer to the boat - the captain can be cast down to floors below (just don't let him fall down from the cliff).
If you've managed to get near the boat, proceed with the following scheme:
- Hide behind the handrail which is the closest to the boat
- Activate invisibility,
- Bring the captain's body on board,
- Activate the mechanism next to the boat.
These actions have to be performed quick and to the point, as once you've activated the switch (an action which is possible only if the captain is on board) the mission is completed, regardless of whether you are pursued or not.
