Find your way to the control tower and check the registry
Boarding the airship requires more effort and involves more steps. Once you've made your way to the roof, turn left and pass the balcony to find a plank leading to the highest window of the building with the red walls. The handles found in its left upper corner will allow you to access the attic.
Proceed to the stairs - your new objective will be to search the control tower. Find the way inside and hide below the desk. When the guard inside is standing next to the second desk, check the registry. You'll learn that the pilot of the airship has been detained.
Free the captain
Note - You still can change your destination and start preparing the boat.
Time to get to the prison. Simply jump to the roof of the inn, or use the rope below the stairs next to the bottom of the tower. I recommend jumping - you'll lose some of your health, but there is a lower risk of being detected.
The way forward involves a descent using a rope. Instead of going all the way down, land on the wooden blanks above the bridge instead. Follow the planks to get across and jump to the roof on the right. Use the handles and ledges to get down to the cell level.
You'll need to get past the guard standing before the entrance to the cell. Distract him using an item, a clone, or simply become invisible. After a short conversation with the captain, use the lever to release him from his prison. However, your mission is not over yet...
Talk with Ephron
You still need to get a permit. Double back, and use the rope to enter the roof instead. Notice that the rope is connected with the tower, while the next rope is connected to the inn's roof. While approaching the inn, enter the building through the window below the rope - this area is safe.
The document can be found on the table. Leave through the right side window and find Ephron, who is standing next to a cliff underneath the bridge. The man will also tell you about a mysterious formula (a side quest - read the).
Return to the ship
Now for the ship. The easiest way leads through the inn, as there aren't any enemies in the vicinity. Make your way to the roof of the inn and use the rope (you may need to use invisibility for a moment) to access the stairs leading to the docking area next to the airship. Go underneath the tower and circle the airdock by going next to the rocks - watch out, as there is a single guard that appears in the area from time to time.
Hide between the crates and jump on the cargo elevator to get to the ship. Wait until the guards stop talking (one of them will go straight to sleep) and then proceed to the crate indicated by the marker to complete the mission.
