The following page of the Lost Judgment game guide lists the locations of all the squirrel pictures in the Commercial District.
In the game, you need to find a total of 55 squirrel pictures to unlock a side case called Big Squirrels Don't Cry, which will lead you to the final graffiti. Each squirrel picture you examine will hint at what you need to do to find the reward.
On this page, you'll find the locations of all the pictures in the Commercial District. The rest of the collectibles are listed on separate pages of the guide, divided by districts. You can discover the pictures numbered between 2 and 55 in any order.

Squirrel #25
The 25th image can be found near the path down to the river.
Use the detector to find the squirrel picture on the wall by the river.
Next, use the Noise Amp to find one more squirrel graffiti on a nearby bridge.
Use the drone to pick up the Book of the Slithering Snake Vol. 2.
Squirrel #26
The 26th picture is in the homeless camp. Go into the toilet and examine the graffiti on the wall by the urinal.
Then, using the Noise Amp to examine the image on the tent.
Use the detector to examine the tires that are lying nearby. You'll find the Rainbow Pyroxene.
Squirrel #27
The 27th image is located in the Poppo store.
Using the detector, examine the White Soda drink and behind it, you'll find the Floral Paint.
Squirrel #28
The 28th image is located on Central Street.
Using the Noise Amp, examine the image on a nearby pole.
Next, use the detector to examine the squirrel picture on a different pole by the parking lot.
Using the drone, pick up the Striped Paint located on the lamp.
Squirrel #29
The 29th image is located in the Central Street parking lot.
With the help of the dog detective, find the Showa Duel Records: Waterbook, which is lying under a pillar of the Hello Work building.
