The title was developed by Zoƫ Mode (the creators of the first installment, titled simply Risk) as a contract for Ubisoft. Risk: Urban Assault takes place in a post-apocalyptic world of future in which five metropolises are fighting for control over the remains of natural resources: New York, London, Paris, Hamburg and Shanghai. Each of them has different approach to war and various weaknesses and advantages.

The gameplay is designed for between 2 and 4 people to play on a single machine or via the Internet.

It has been developed by independent studio Grey Wizard Innovative belonging to Piotr and Ewa Zygadlo, both experienced game developers (Artifex Mundi, Grim Legends 2: Song of the Dark Swan). Galaxy of Trian is set in a science-fiction universe, in which humanity gained access to advanced technology of an alien race, Trian, and uses it to strengthen rivaling nations. Gameplay mechanics match the tabletop original.
