In Frostpunk each signed law has impact on citizens' content. Extending shifts [1] or forcing a given building to work in an emergency situation [2] will always increase discontent. These situations, along with others that can raise discontent, may force you to make a few quick decisions.

It is better to avoid situations like this. You can do that by signing various social laws and placing buildings. Start with Fight Arena law. It unlocks a building with the same name. Place it near houses - citizens can visit it to diffuse their anger. You also get access to other laws that can have a positive impact on your citizens' morale.

You can also decide to sign "Shrine" law if you unlocked a few laws from the "Purpose" category. It unlocks a building with the same name - place it near industrial buildings to boost their morale.

The last, and the most prosaic solution, is to take care of the most basic needs of your workers. People are less likely to riot, even during extended shifts, when they have home and enough food.
