You do not need a governor to control provinces, develop cities and collect taxes. However, having one offers a range of benefits and traits, which means that conscripting a governor is always a good idea. You can assign a governor only if you have the provincial capital under your control (the city with walls). Even if you have all of the other regions except for the capital, you cannot appoint a governor. It is best to have the whole province, since that is when you get the most out of the bonuses, and your character can be used effectively. You can have a maximum of 10 governors.
The governor affects several important factors:
- Lower building costs due to the Governance statistic,
- Reduced impact of corruption within the province (also dependent on Governance),
- At the maximum level of Governance, the character gains a +25% income from "market" structures bonus,
- The scribe follower, who translates into higher tax revenues and a Governance bonus,
- Additional traits can cause the province to yield higher income, e.g. Pious (+ 5% from Church buildings), as can the character's background, e.g. Miner (bonuses to industrial buildings) or Negotiator (bonuses to all incomes),
- The governor's wife can influence the traits or statistics of her husband, granting Governance bonuses or bonuses to income from specific areas of the economy,
- Some additional traits of the character or his wife can have a positive or negative impact on public order,
- Zeal increases the level of public order in the province. The bard follower works similarly, and also increases this coefficient,
- Fortified settlements can withstand sieges for longer, distribute more ammunition for archers and other missile units, and lower enemy morale (depending on additional traits). A special follower, the siege specialist, can also help with maintaining control over the province.
If a governor has low loyalty and declares independence, the provincial capital will automatically fall under his control. That is why it is worth maintaining the loyalty of your subjects. Conquering a city is much more difficult and problematic than defeating an army in the open field.
Governors are important figures for the economy of your kingdom. Try to use the maximum number of governors and assign them to the largest or richest provinces. Take individual traits into account and choose their followers and bonuses for buildings in the dominant area of the economy in a given province to maximize profits, e.g. a character with the "farmer" trait will generate more money in a province with pastures, farms, and orchards than in regions with mines or churches.
