This page of the Stellaris guide is dedicated to avaialble planetary edicts and their effects.
Available for each planet individually. It affects only the population of that planet. Each of them is in force for a specified period of time, during which its modifiers apply.
The number of planetary edicts will grow along the development of planetary administration. Planetary edicts are subject of two following modifiers: edict cost, and it's duration. Base duration for those edicts is 10 years.

Reeducation campaign
This edict is used to firmly establish your current ethics among the population.
Modifiers:
Ethics divergence: -10%
Notes: Useful for planets which have a low happiness over extended periods of time. It allows to balance the ethics of the given population and the rest of the empire, making sure the population stays loyal.
Propaganda Broadcasts
Influences the spread of information, which helps to maintain coherent flow of information on the planet.
Modifiers:
Happiness: +10%
Notes: Very useful during war when, because of huge demand of energy credits, food is becoming scarce. Higher happiness facilitates the development of population and limits social divergence.
Farming Subsidies
Stimulates the economy, ensures much better food production.
Modifiers:
Food: +25%
Notes: Better food production ensures uniform happiness of population, and increases growth. Best used right after colonizing a planet in order to develop population as quickly as possible.
Land of Opportunity
Marketing campaign presenting the given planet as offering high development and prosperity.
Modifiers:
Migration: +100%
Notes: Useful when you use to open door policy; you can easily bring different population than your primary population, in order to utilize different additional modifiers.
Capacity overload
Overloads the grid on a planet - the factories become more efficient and the income of energy is increased.
Modifiers:
Energy credits: +15%
Notes: Useful during war, or during preparations to war. Introducing this edict on a couple of planets simultaneously can help you to keep a massive fleet.
Production target
Change the priority of production and increase the mineral mining output
Modifiers:
Minerals: +15%
Notes: Much like the last one, this is most useful during war, or during preparations to war. More minerals allows increased investments in infrastructure and the army.
Infrastructure projects
Give priority to building initiatives.
Modifiers:
Building cost: -25%
Building time: -25%
Notes: Can be useful at any time, but gives best effects at the initial stage of colonization of a planet - lowering the construction cost can facilitate technological development of a planet, allowing it to catch-up with the home world more quickly.
Spirit of science
Focus all efforts on gathering the greatest quantity of resources that will then be used for developing new technology.
Modifiers:
Physics research: 20%
Sociology research: 20%
Engineering research: 20%
Notes: Useful at all times. Can given a technological edge over your enemies - note that this edict is among the very few that affect all types of research
