This page of the guide contains information regarding available imperial edicts and their effect.
Ordinances that are valid throughout the whole empire. Their cost is counted monthly in influence points. They do not have a set time limit, so you can always turn them off. They are particularly useful for temporary bonuses that you are going to find useful only for a limited time.
After achieving your objectives it's best to turn those off, in order to limit the strain on the influence budget. Bear this in mind, since you have to pay for them the whole time, and after longer periods, the balance can turn out to be negative.

Information Quarantine
Hinders the flow of information, which helps to maintain cultural identity.
Modifiers:
Ethical divergence: -10%
Research pace: -5%
Notes: This edict is especially useful when social divergence occurs. Information Quarantine helps to keep the current system by lowering the divergence of alien populations and ethics of the empire.
Encourage Free Thought
This edict encourages defiance of common ethics, at the same time supporting new technologies.
Modifiers:
Research pace: +10%
Ethical divergence: +15%
Notes: Useful if you want to increase the pace of research. Mind you, that it also increases social divergence. Before you use this, check the base value of the modifier of ethic divergence. If a couple of modifiers multiply at one moment, a revolution can break very quickly.

Encourages space exploration.
Modifiers:
Research pace: +25%
Chance of finding anomalies: +10%
Notes: Concerns research ships used for exploring individual systems for resources and habitable planets.

Notes: Useful if you need an additional boost of important research.
