I guess you may have some serious problems here, because fulfilling these two mission objectives won't be easy. You will start the game in a very bad spot. As a result, you will have to deal with a very large number of enemy troops. Additionally, few of the enemy soldiers will be equipped with MG-42 guns (!) and very powerful armors, so it's going to be extremely difficult to kill them. I would recommend that you secure this entire area before proceeding with the main part of this mission. It's going to take you at least 10-15 minutes, but remember that you won't have to be in a lot of hurry.
Reaching your target:
Like I've said before, you will begin your game in a very bad spot (and I mean BAD :-)). If you had decided to stay here, not only you would have to deal with one of the armored soldiers, but you would also be attacked from two different sides, so you would have nowhere to hide. As a result, you must leave this area as soon as possible. You can try running to your left or right. I would recommend going right. Start off by hiding behind a large pillar (screen) or even further away from the train.
Before a guy with the armor arrives here, try leaning out and killing a few of the standard enemy units. I would recommend choosing longer bursts, instead of single shots. You won't have to worry about ammo supplies. Use your compass frequently, so no one manages to surprise you. Try killing at least 3-4 enemy soldiers from here.
Now you will have to wait for an armored soldier to get here. You can try and start off by throwing a couple of grenades at him. Sadly, it won't do you any good, because he's on a constant move. Instead, try leaning out. Once again, you will have to choose longer bursts, so he won't be able to respond to your attacks. Make sure that you aren't exposed for too long. You will probably have to attack him several times before you'll be able to kill him. I wouldn't recommend using a sniper rifle against him, because it's going to be useless.
You've got several choices here. The easiest way would be to head on towards the carriages. You will have to stay away from open areas, so you won't become an easy target. If you're low on ammunition, check the crates on your left. They're located near the entrance to the rail yard (screen). You will be able to rearm yourself and you'll also find some medkits there.
I would recommend that you try and go to a higher ground. You should be able to find a staircase near the first killed armored unit. This isn't necessary, however this area has already been secured, so you won't have any problems reaching the upper platform.
