Scraps are used to create cards. You can obtain them by winning daily awards or milling unneeded cards. You will surely find duplicates when opening Card Kegs. You can turn them into Scraps that let you craft cards you actually need to enhance your decks. The amount of Scraps you receive for milling a card depends on its Rarity. Remember that milling Premium cards, which are the animated ones, gives you the same amount of Scraps as for the regular ones but you do gain some Meteorite Powder.

The above amounts clearly show that you cannot craft a card of a given rarity for milling an equally rare card. This is why you have to carefully think what to spend your hard-earned Scraps for. It must be also stretched that you can create a Premium card, which is an animated one, from a regular one but it requires Meteorite Powder.
