3) Secure the Generator chamber

There are two different routes leading to the generator chamber. If you want to surprise enemy soldiers, you would have to go back to the eastern hill. You've probably ignored it before, but now you would be able to explore it a little bit more. You would have to use the stairs to reach the secret entrance (#1). You should also know that the area would be protected by at least three soldiers, so you would have to kill them (#2). Only then you would be able to head on to the tunnels. I wouldn't recommend choosing this entrance, because:

a) it would be very easy to die in the tunnels, because enemy soldiers would be hiding

b) you would leave the tunnels in a very bad spot and you would be exposed to enemy fire

I wouldn't try any experiments here, so you should head on towards the main entrance to the power plant (#1). Ignore the dam which should be visible to your left, because we'll go there in a few minutes. Now you will have to locate a large entrance which leads to the bunker (#2). Save your game here, however you won't have to be worried about the upcoming battle.

As you've probably noticed by now, you're standing close to a generator chamber which is your current objective. This room is going to be guarded by at least ten enemy units. I would recommend ordering your sniper to hide behind one of the nearby obstacles (#1). Lean out carefully and try to take out a few rebel soldiers from here (#2).

Move back to a safe distance (corridor), because one of the enemy soldiers will probably try to reach you. You will have to kill him quickly (#1). It shouldn't be a problem. Start shooting at the remaining enemy soldiers. Try to kill them from larger distances (#2).

You could also try and perform a full scale assault, however this would be risky and you would have to order your men to find good cover areas (#1). One of the trucks seems like a good idea. You will have to secure this entire room in order to fulfill this mission objective (#2). Wait for some new tasks to be added to your list of mission goals.

4) Locate the jamming device (As you've probably noticed, this is going to be a different objective, because you won't find any nukes near the dam. As a result, you will only have to find the jamming device.)

Exit the bunker (you won't have to find any alternative routes). Now we're going to have to approach the dam area. I would recommend that you leave your Rifleman units in the lower section of the building complex (#1). As for the sniper, he should hide behind a van (#2). It would be wise to join him. Get ready for some challenging fights!

The first group of enemy soldiers is going to appear near the sandbags which are located close to a large truck (#1). You must be very careful, so you won't lose any of your teammates here. Also, try to place your sniper character in a correct spot, so nothing is going to block his view. You will also have to watch out for buildings which are located to your left. Start off by killing a sniper. He will be hiding inside the closest building (#2). Additionally, you should consider taking a closer look at the balconies, however your Rifleman units should be able to guard that area.

Check the first screen (#1), because that's where you should be standing at the moment. You will have to remain as long as it's necessary. Make sure that the area has been secured and start moving towards the dam (SLOWLY!). You will probably encounter new enemy soldiers. Most of them will occupy nearby balconies (#2), so make sure that you're using a good cover before attacking them.
