The plot of the game focuses on the conflict between the conquering Empire and the rebel faction of rebels who describe themselves as Returners. The title offers the largest number of playable heroes in the history of the series (14 in total) and, in addition to the typical features of fantasy, it also introduces elements of the steampunk trend for the first time.

Interestingly, there is no final battle, and the locations and challenges are generated without end.

The action of End State takes place in Eastern Europe, where numerous gangs and private military organizations freely engage in criminal activities.
