Star Ruler 2 takes place in a distant future, where humanity developed a technology that allowed long-distance interstellar travel, and made a contact with other sentient species. The game has no story per se – developments in the game are shaped by our decisions and actions made by the AI. Before the game starts we have to select one of the few races that we can turn into an intergalactic power.

The game focuses on a Viking tribe whose members, after dying on the field of glory, find the gates of Valhalla closed shut. This turns out to be the result of a dispute between Odin and his son Leko, who failed his exam in godhood. As a result, he gets sent back to Earth, along with the souls of fallen Vikings, and the player must help them get back to Valhalla.
