Complete the tutorials
The early hours of Victoria 3 may be difficult due to the numerous and complex gameplay mechanics. Before starting the game proper we recommend completing the tutorials (the Learn the Game mode) found in the main menu. These not only instruct you on what to do and how, but also explain what the purpose of specific activities is and what they influence.
Learn from your mistakes
Victoria 3 isn't a typical game during which you must complete a list of objectives to succeed. Though there are quests and tasks, you must decide yourself on how to run your state. The best way to get the results you want is to experiment with the game mechanics. Making mistakes is a natural learning process, so don't get discouraged if something goes wrong.
Use the hints
Victoria 3 has a very detailed hint system. Before taking almost any action you'll have an opportunity to check related hints. You can read them by moving your cursor over highlighted text. Reading hints is worthwhile even if the matter seems obvious, as there's a good chance you'll learn something new.
Check Current Situation often
The inner mechanisms of your country are very complex, so it's difficult to take care of every single thing at once. The Current Situation tab lets you take a quick look at the currently most pressing matters. This will let you resolve crises, enhance your army and improve the economy.
Play actively
Some activities, such as constructing and upgrading buildings, can take many in-game weeks to complete. It's important not to wait and do nothing until your decision is implemented. Take care of other state affairs in the meantime. You don't want to cause an unnecessary crisis, after all. Remember other countries are constantly developing and may become a threat in response to your inaction.
Use the Outliner
You'll often have a particular objective to accomplish, so it's worth having some specific information always at hand. You can pin a selected item off the list with the Outliner. Click the star icon to display the given information on the main screen.
