Check the holographic board in Richard's room for new entries. Head to the living room where Simon is playing the spinet. Talk with him - you can either let him play or ask him to stop. In the latter case, once the android walks away from the instrument, initiate a conversation with him again.
Now call Steve and ask him about the progress in obtaining data on the man Richard is interested in. Ultimately, Richard decides to visit a friend at work.
Leave the apartment and march to "The Voice" building. Steve will approach his friend (in the lobby) and both of them will move to the pub. Talk to the friend.
Once back at work, talk with Steve at his station. A known mini-game will initiate to collect data from three different databases: police (name, ID, address, type of crime, nicknames), MoveScan (name, ID, sector, city, probability) and "The Voice" (name, contact through "cloud").
To find out who the man in Richard's apartment was, you need to put the data to the right (as you have done before). Pay attention to the man named Kurt Kurtis (MoveScan), where the probability of an accurate prediction is 99.7%. Now find the same name in police data, as well as the one from "The Voice" - in the case of the latter, however, it will be impossible. Note, however, that in his police name there is also his nickname (at the bottom) - Stanley Wight. Look for the said Stanley on the list of names from "The Voice". This is enough to connect to the man - which you need to do once the conversation with Steve ends.
Leave the room and head towards the archive, located to the right of the kitchen. Go through the open door. There you will find Walter, a man Steve and Richard talked about a lot in conjunction with the materials about Kurtzlab.
In order to learn something, you need to interact with subsequent documents and objects in the room. Going from the left those are: files on the shelf between bookshelves (x2), notes attached to the second bookcase, files lying on the desk, notes on the armchair, globe and sticky notes on the board. Interacting with them will provoke Walter's comments and conversations between the two men.
Finally, ask Walter himself. Richard will receive his notes.
Once you have left the archive, you can exchange a few sentences with Troy, sitting in the second row of seats on the right. You can also visit Steve again and speak with him about Walter and Stanley. Now head to the exit and leave "The Voice". Get back to your home.
If you want to do a good thing - before you get back home - visit a place located to the left of the apartment building, behind the parking lot, near the building with the neon "Bar 96a" sign. In the corner, on the left side, you will find a homeless person you can talk to. An option to give him food will appear and, supposedly, Richard has a candy bar with him (even though it cannot be seen in the inventory).
