Location: you need to reach the Textile City district, located in the central Los Santos and locate Barry that is gathering signatures under the proposal to legalize marihuana (the above screenshot). What is interesting, after having smoked a joint, Franklin will not start hallucinating, unlike his colleagues. Instead, in a not-too-distant future, you will be able to perform several missions for Barry.
