Delilah is one of the characters that Henry can make contact with. Usually, it is her that will be initiating conversations, but you can also start a conversation. It is available via reporting on the actions that you take, or items that you find. All of the conversations take place over the radio, also remember that you have a time limit to give your response. If you choose nothing, Henry says nothing.
In practice, building relationships with Delilah has no major impact on the game. Sometimes this may change some of the dialogue lines, but the course of action will be identical, regardless of what you have picked. Sometimes, the choices that you make may be commented upon on the following day, e.g. after you pick supplies (take only what you need or everything that you find in the container). In practice, if you want to learn every detail of the story, report on everything and always respond to requests. Thanks to this, you will hear most of the dialogue lines. This way, you can build something modeled on a bond with Delilah, but in practice this does not matter for the entire game. Delilah may cease to contact you for some time, after you irritate her (e.g. after you leave the cave, eavesdrop on her conversation with someone else and mention that afterwards). Also, Delilah is not going to give you long responses if you remain silent in the majority of cases.
To sum up: responses that you give and dialogue options that you pick have no major effect on the game, and only some of the conversations may look differently. The more often you report and talk to Delilah, the more you can learn.
