Finish Off Cyrus

Meet Kinzie in the star-marked location, then make your way to the military base in which Cyrus is residing.

Get in the tank and use it to destroy the red-marked vehicles. Cyrus will then appear in a jet, so destroy it too.

Now it's time for the real play. Get rid of his shield and attack. After dealing him some slight damage, he'll disappear and summon a group of his minions. Dispatch them and go back to Cyrus. Repeat until his health drops to zero. Kinzie will take care of the rest and the mission will end.
