The Minuteman will ask you to obtain the Nuclear Warfare book. This is another item that is required to complete one of the story quests in Mr Prepper. You will find this book at Bob's place, lying in the corner of the room at level -1. Bob can give you the book for free, but first, you will have to find him a jacket in the mine, on level -3.
