On this page of our guide to Humankind you will read more about the social part of your empire, i.e. the mechanics called ideologies and the different rules civics that you can implement.
Ideologies are 4 areas of life that affect your citizens. Most of the events in the game affect the slider of a particular area. A neutral position will provide stability points, but tilting to the extreme side of each area will provide stronger bonuses in exchange for additional stability points in favor of a given bonus.
The civic is specific laws and edicts that you unlock through technological or cultural development, or specific actions. The introduction of the civic adds a few points to the relevant area and changes the public's attitude to the issue. For example, the decision on the composition of the army (available after the battle), can affect the greater strength of the army or cheaper production of units. Another example is deciding how to manage your empire - the civic is available after reaching 10 population points in any city. You can choose increased stability by 25 points in the capital or 1 to the limit of cities.
There is no need to implement the civics if you do not feel the need. You should pay for each civic with points of influence - the more of them, the more expensive the next ones are. Revocation or amendment of such an edict also costs. Sometimes it is worth choosing a given civic just to influence the ideology slider. If you have a territory that is under the influence of another empire, and you have different civics, it can lead to a special event. The people will want change in your empire. If you reject the civic change, then such a city will receive a large penalty for stability.
