Loren (1) #1, the older woman can be found in one of huts. Unfortunately you can talk to her only through the window because you're unable to get inside. She will ask you to get some bandages for patients. You can find medications in the Robin's hut (2) #2.

After breaking the door you do not have to worry - there are no undead inside. But you have to look for a key to the medical cabinet. It lies in the bowl, behind the bag on the table in the corner #1. The cabinet with bandages is located next to the door #2. Once you get what you need return to Loren (2) and collect your reward.

Tobias's (1) #1 task is to repair the gate but all needed tools are in the house in the port. Your mission is to clear that area. A path down to the pier can be found next to the Matutero hut #2.

To get inside the hut (2) you might jump into water and use stairs to go up #1 - Blood in the Tropics; The Dead in Fishing Net - Sidequests - Dead Island Game Guide

To get inside the hut (2) you might jump into water and use stairs to go up #1. Watch out because planks will collapse the moment you step on them so it is worth to have them as your way back. Inside the house you have to fight three Walkers and one Thug #2, but that shouldn't be a problem. After killing all zombies return to Tobias (1) to collect your reward.
