You can learn of this mission by hacking the phone of one of the informants (orange icons on the city map - the informant should be somewhere south of Painted Ladies). The mission itself is very short and requires you to convince Sitara's niece to stop the stream feed that she's been hosting from her own house as Cindy Nonstop, as it may make her a potential target of an online predator.
Head for the building marked on the map, it's Cindy's house. Once you're there, find a box on the wall and hack it. You'll see feed from one of the cameras inside the house.
Wait for Cindy to put down her phone and hack it to change the music. You can also hack the lamp on the left and turn it off. Hack Cindy's phone a few more times to achieve the result you need. The mission will be over when you loose the signal coming from her house [+27000 followers].
