This indicator shows general position of your country on the international scene. It determines the limits of your military potential as well. On your empire level depends numbers of armies and fleets possible to create, amount of agents, priests and heroes to recruit and number of governors (unavailable for Hordes).

Empire level can be raised by conquering, creating armies, winning battles and other actions that prove the worthiness of your country. With it amount of armies and agents to create raises as well. In other words, the more you fight and get, the more armies for future conquests you can create.

High empire level has one great weakness - it makes diplomacy harder. The larger and stronger your country, the greater penalties to contacts with other factions it receives. In extreme situations it might even be -80, which makes any diplomatic actions virtually impossible. In other words, it is easier for small countries to make alliances and treaties. The larger the party, the more it must depend on war.
