After victorious battle for a settlement you will be given access to few orders. Their numbers depend on whether it was one of many or the last settlement of a faction, who owned it and what culture you control.
Sack
Increase instability in province and give money to your treasury. Settlement can be sacked many times in one tear, but with each time the amount of money gained will be lower. Profit from sacking is usually highest of all available options, so pick this order if you need quick money and you're not interested in the future of a settlement.
Liberate
This order create a new country from a reclaimed region. New country becomes your ally and immediately start war with its previous owner. Useful possibility, as it creates a buffer country between you and your enemy. But you must watch out for new ally not to become the leading force in neighborhood and your new enemy.
Loot and occupy
The order makes your forces loot and then occupy a settlement. Greatly reduce stability in province and public order. Province is treated as yours with all consequences of that.
Order unavailable for Huns. In case of any other Hordes occupying city ends great migration.
Occupy
As previous one, but instead of giving you money it replenishes forces weakened during assault. It also decreases stability, but not as much as previous order. If you want to increase your nation, better use this order.
Subjugate
Faction becomes a puppet state. Additionally, it replenishes some of your losses from the assault. Can be used only in case of conquering the last faction settlement.
Raze
Except for reducing food and army integrity this order has one long term consequence - it completely destroys a settlement and makes region an abandoned one. It means that resettling a region will require huge amounts of money. With this order you won't get much profits, but you will severely wound your enemy. However, you should this order only in three situations: when you're not planning to conquer a region, when you want to greatly hurt your enemy or when you play as Horde and you don't need too much money.
