In this mission, the tasks are divided into two parts. You start in the city of Toledo, at the east end of the map. In the middle of the map, there is Rock Island with an unfinished bridge to the other side of the Mississippi, to which you will later gain access. Boards will be needed in large quantities for this purpose, but you will take care of this only after the first part of the mission has been completed.
At the very beginning of the mission you can only acquire one rival, Beatrix. The company belonging to Tricia Jones is worth too much from the beginning of the mission and even the issuing of additional bonds is not enough to take over her company.
Start by connecting Toledo to Chicago. It is a big city, which has a huge market and it is worth creating a passenger connection with this city. Start combining rural companies with Toledo and Chicago. Both cities have meat processing plants. However, you will need a brewery, that you can build in one of the nearby cities, e.g. in Indianapolis, below Chicago. Take care of all the basic products and deliver them to both cities. It is easier to deliver goods to Chicago because it is in a more convenient location. The development of Toledo is one of the side objectives, so that makes it a natural partner town, although the delivery of products will be a little more difficult. On the other hand, a larger city means more passengers to transport, which will help with the last goal of the mission.
Another thing that will make your life easier is building a sawmill in Madison (preferably in the beginning of the mission, before another company occupies the construction slot). Although there is a sawmill in Toledo from the beginning of the mission, transporting timber and boards will take a lot of time. However, in the Madison area there are two production centers which make wood, and the city itself is very close to Rock Island. You can start transporting wood and boards to Chicago, then change the direction of the route to Rock Island. This way, you can quickly finish the construction of the bridge and return to sending transports to Chicago. It is a good market because residents and two factories (which make tools and paper) need these goods.
The most difficult stage is to build a route from Toledo to Omaha and make the transport of passengers to the other side of the Mississippi possible. You must not only build a costly connection, but also plan the line so that the trains can run smoothly and reach their destination quickly. It is best to build a route that will avoid other stations, with only a few elevations in its path. Remember, that you can cross the river only via the completed Rock Island bridge. The construction of sidings or dual-track will significantly accelerate the journey of the required number of passengers. It is best to use the bridge only to transport passengers to the other side of the map. At this point, you have already developed a large railway network, and there is probably no need to expand on the western side of the river.
