The first step to getting a high training level is to get Katriona and assign her to training the men. Also, tell Kana to recruit only the best volunteers. Lift the taxes for merchants and peasants - you shouldn't have problems with money and your Keep will develop quicker if you do so.
After a few rounds, you should see a cut-scene in which Kana and Katriona introduce you to your new elite unit - that will confirm that your training level reached its peak and won't improve any more. You can lower the requirements for recruits now, as it won't drop either.
Don't divide your men between patrolling lands and roads, it just doesn't work well. Focus on one area and reassign them each few rounds.
If you accumulate enough farmers (about 30), you'll be visited by a entrepreneur wanting to settle a village on your lands. You can use your appraise skill to negotiate the terms to your favor. To increase the number of farmer, lower the taxes, raise the security and their morale (it kind of goes together).
A similar thing will happen if you have enough traders on your lands - at about 50 some trading companies will inform you that they want to form their branches on your lands. You just have to choose one of them.
From time to time you'll be visited by neutral mercenaries who want to join your ranks. Hiring them has both ups and downs, but it's generally good to agree.
Soldiers' morale kind of succumbs to the overall Keep's condition - if things go right, it won't be a problem for you.
