Max will let you in

When the mission begins, kill all the enemies around you and wait until Max opens the base entrance. When you enter, you'll hear that the woman from the camp kidnapped Anya. Climb up the ladders to enter the base. There will be an officer and two soldiers on the right.

Cut the chain to jump into the shaft

Walk towards the hangar. The way will collapse and you'll have to find another one. Go all the way up and use your burner to cut the chain, then jump into the shaft.

Use your rocket launcher to kill the enemies

When the cutscene ends, you'll end up in a room with two armored goliaths and a few soldiers. Shoot goliaths in the heads with your rockets. When you defeat them, find a ladder near one of the passages and climb up to the vent.

You'll reach the hangar where Caroline will save you. You'll fight against a big dog. Attack him with everything you have and run away when it gets closer. Use the narrow passages. When it's stuck, you can attack it. When you get rid of the dog, enter the helicopter.
