Professionalism of officers. The value under the name represents the level of specific officer. It's a general indicator that represents skills of your subordinates. Shooting, melee combat, driving, conversation skills, negotiations - this all is represented by this one statistic. You can increase it by successfully completing a call (+10, the criminal is captured, the policeman and civilians survive) or when you call reinforcements (+5). If you help by assistance (or send the policemen alone, without a detective), then your men will receive +20 professionalism points. If mission fails, then they always lose 10 points. An escape of a criminal while an arrest attempt costs -15. Send less experienced subordinates to easy tasks or in group with better officers. The game advices you that the ones that have about 150 points are on mediocre level and should deal with most tasks. In my opinion your policeman should have about 200 points in order to be able to deal with majority of challenges. In that case you can send him alone to easy tasks with no worries. The professionalism level doesn't matter in case of missions given to you by the mob, by mayor or the "green" favors for citizens.
Your detective gain professionalism in similar way, by solving cases. The lead detective will receive +60 points and each of his assistants will receive +20. When he arrests someone, he gets +20. When the case is closed (no matter whether the criminal is caught or not), he will receive additional +100 and his assistants +20. For all failures they will get -20 professionalism points.
Ranks. From time to time you can promote your subordinates. A promotion will provide them with +50 professionalism points and a higher rank. The tank works like "aura" in other games. Policemen who will go with such person on a call will be slightly more effective - especially if the policeman with a rank has high level. The maximum rank level is 3. Ranks also provide happiness to the employee and they can motivate him to stop bad habits. You can also promote detectives. These badges can be left for later, you don't have to use them immediately. If the officer completes training, he obtains one higher rank as well. If he has maximum level, he will only receive professionalism points.
Tiredness. In the miniature of each policeman there is a 5-grade column on the right. It shows how rested the policeman is. Sometimes it is better if an officer rests at third level and if he is at level two or below, then you mustn't allow him to work. A tired policeman makes more mistakes and the danger when he works becomes higher if he will remain working in such state.
SWAT. It is a team of trained counter-terrorists who you can send to dangerous situations. Such situations include gun robberies with hostages, riots and other situations with large number of suspects. If you send one or two policemen with a SWAT team to a crime scene, usually they should deal better that a few policemen. You can upgrade them by asking the city hall. They have two abilities, 3-level traits to select: ability increase by 50% or one more use per day. You should upgrade them at the beginning of the game. If you're managing badly, the city hall won't cut off the budget for this squad. They upgrades cannot be taken away or the team members fired.
Paddy Wagon. This car can transport many criminals. You will receive a task to obtain it. The vehicle will help you in successfully solving many cases in which more than a few suspects or criminals participate - for example a massive fight or a riot. If you don't use it, you won't be able to arrest everyone and you will be informed that some of them escaped.
Deputy. Mister Martin Stett will become your new subordinate, you won't control him directly. He will sometimes give you valuable information, advices and he will help with hard situations. You can also use him to send someone to training or to recruit a rat who will spy your men for you. Remember that random events can happen to him. One day you can for example learn that he died. You will need him for example if you want to learn how the morale in the station really looks like. You can also send up to 3 men to a common grill party or learn who will testify against you. The final option is to buy silence of ones that want to testify against you - this won't be cheap. The deputy also allows you to check short statistics.
The training usually takes two-three days. During the next shift, he will be in the academy and will be unavailable. If you give him a break, you won't sent him into the field or give him calls, he has high chance to pass the exam. A successful training will provide him with 50 professionalism points and it will increase his rank by one. It costs 1,500$. You can send a few men for the training, both officers and detectives.
