When you sove the puzzle, talk to Tortoise about the City archive from STM. You'll receive a Master keycard. Now, during the conversation, use Morales credit from INV. You'll learn that in order to get further information you need to deliver Morales' Death certificate and Morales will to Tortoise. Go to National Credit Systems, where Anna and Ray should be waiting for you. Talk to them and select Follow me. Together, go to Police Administration.
