After rescuing Captain Marshall you'll be attacked by a squad of soldiers.
Once they all are dead your companion will open a box on the left side and pull out weapons out of it.
There is also the card inside.

After you collect the previous card, run after the Captain. The man will lead you to the lower level of the building.
Before you go further to the right, explore the left side of the room. There is a door there which can be opened with the Lock Grinder.
Inside the room you'll find Feltrite Crystals, Wingsticks, Fatboys and the collector card.
Collector card: Shield Guard
After you and Captain Marshall split up, one guard will attack you jumping out from behind the door on the right.
Kill him and then explore the right part of the room, where he was waiting for you.
There is the card on the cabinet.
Collector card: Elizabeth
After completing the "Liberate Captain Marshall" return to Wellspring and go to the back of the bar.
On the landing you'll find the Elizabeth Card.
Collector card: Drone
During the "Lost Research Data" mission you'll be sent to the Dead City Central. When you encounter first Authority Soldiers on your way kill them all from above and then move down one floor.
Once you get to the lower floor, turn around 180 degrees and go to the room under the stairs (to the left). There is the card lying on the low table there.
Collector card: Crazy Joe
The car lies on the cabinet in the Crazy Joe house. His estate can be found up to the west from Wellspring.
