Which character in DB Fighter Z is the best?
Completing the story mode gives access to 24 heroes. The number, high as it is, makes the aforementioned question much tougher to answer. You've had the opportunity to try out most characters during the Story Mode - you should be able to tell which character best the best for you. It's a good starting point, as each character was designed to be equally effective in the right hands.
Each character has its strong and weak points. For example, Teen Gohan punches hard, but his range is short and he cannot perform special attacks while in the air. On the other hand, Frieza is the best ranged fighter in game, but an aggressive player can counter him quite easily.
In short - give each character a shot. Complete the Challenge and Arcade Modes and focus on any character you see fit. Remember that Fighter Z focuses mainly on 3v3 battles with active switching between the players - avoid focusing on a single character and compose a well-balanced team instead.
Which character should be chosen at the beginning of the game?
This question is much more simpler to answer. SSJ Goku and SSJ Vegeta are the best choice at the beginning of the game, considering that both fighters are fast, offer a balanced set of moves and are fun to play. Their super moves are powerful, easy to land, and cause a lot of damage.

How do I improve my skills?
The answer is simple - you'll just have to spend time playing a particular character. Start by playing through the Challenge mode for the hero and learn some of their more advanced combos. Continue by completing the Arcade mode - the AI can prove to be a challenging opponent, while the dynamically adjusted difficulty level will keep you on your toes.
If you think you are ready, try taking on some online matches - there are thousands of players all across the globe that will happily take your challenge.
