Reginald will open the safe to look for something. While he's at it, an empty cartridge will fall out from the safe.
Wait until Reginald leaves the room and enter right in.
Ignore other objects and approach the cartridge instead (1).
Pick it up and exit through the door (2).
Use the doors highlighted above in order to get to the room with a shotgun.
