Wccftech: 8.5 / 10 by Chris Wray
Rise and Fall is an expansion about strategy, storytelling and is an absolute dream for anybody a fan of long-termism. While it may not initially seem as large or expansive as other expansions in the series history, there's a pervasive nature of all the new additions. These impact and influence everything else within the game. While there is a level of balance forced on players with the new Ages system, it allows for the telling of a true development of your civilization from start to end and keeps things interesting even at later stages. More important is the inclusion of loyalty and governors, which increase the already strategic approach of cities in Civilization VI. Rise and Fall is all about keeping a game interesting and engaging from start to finish and it's hugely successful at that.
GameSpot: 8 / 10 by Kallie Plagge
Rise and Fall introduces smart new features to Civ VI that enhance the base game without overcomplicating it.
GamesBeat: 82 / 100 by Jason Wilson
Civilization is at its best when it enables you to tell your own stories. But at release, Civ VI didn't do such a good job at that. Rise and Fall fixes this in many ways, giving your better ways to expand your civilization without resorting to combat. It adds a quest-like element with a significant penalty or reward, and most of its news leaders add variety to the game.
Sid Meier's Civilization VI: Rise and Fall Description
Sid Meier's Civilization VI: Rise and Fall for PC, developed by Firaxis Games (which has been working on the series since its third installment) and published by 2K, is an expansion for the sixth installment of the renowned 4X strategy game series, announced in November 2017. The game allows you to develop your chosen nation through thousands of years. To succeed, you have to deal with various problems and dangers, from natural disasters to unfriendly machinations of other countries. Rise and Fall reasonably expands the systems and ideas known from the core game.
Mechanics
Sid Meier's Civilization VI: Rise and Fall for PC adds new functions and content. You can control nine new leaders and eight civilizations. Each of them had a unique gameplay and bonuses (including 8 special units, 4 upgrades, and 2 unique buildings). The expansion also features new global content (14 new buildings, 8 wonders of the world, 7 natural wonders, 4 units, 3 resources, 3 new districts, and 2 upgrades).
Especially worth noting are the Great Ages system and emergencies. In the former, as your empire develops, it can enter either the Dark Ages or the Golden Age, which feature special challenges and rewards. The latter mechanic may cause the neighboring countries to form an alliance against one of them if one empire grows too powerful. It allows you to earn special bonuses and rewards, although failure can have dire consequences. The alliance system has been expanded. Rise and Fall features various types of pacts, depending on the circumstances ans strategic goals.
Sid Meier's Civilization VI: Rise and Fall also features a new loyalty system. Each city has its own meter now, and neglecting the loyalty of your provinces can have disastrous results, such as less revenue from taxes, or even rebellions, which can make you lose control over the given city. But you can use the help of new governors to manage the cities, as the expansion allows you to recruit and develop characters with distinct specializations and promotion trees.
The expansion also adds the Timeline feature – a special visual story, which you can access at any point, allowing you to survey the highs and lows in the history of your empire.
Technical aspects
Sid Meier's Civilization VI: Rise and Fall for PC utilizes a 3D graphics engine created for the sixth installment of the series. The visuals are similar to those of other games in the genre. As per tradition of the franchise, the colors and style of the game resemble those of animated movies.
