The title character is a young man Raidou Kuzunoha, assistant to private detective Shouhei Narumi. The action takes place in Edo, i.e. in the former Tokyo.

With obtaining new licenses, you get new cars (there are 50 of them) that then can be test-driven in the arcade mode. The game features only five tracks.
