Taking into consideration how long they are on the market, we may assume that they are profitable and this business model works for Gaben Newell’s company quite well. It is highly unlikely that they will change it now. Of course, we are not 100% sure, as developers do not share information about this yet and it does not have the Free to Play tag on Steam. It is also possible that there will be some form of a paid version alongside the free one, like in the case of CS2.
