You don’t have to do anything. Well… you have to play. As grappling hook is one of the tools which is unlocked during the main missions. All you have to do is to wait for Act 2. You will get the item near the end of the chapter. At some point, you will be send to Honolulu to take care of your ship. After doing so, and returning to sea, you will progress the plot enough to unlock the grappling hook. Of course, keep in mind that it will take you a few hours, so be patient. Good luck.
