If we look at the number of players (via SteamDB), Papers, Please was never the biggest hit. However, it was very warmly received by fans as a fresh idea, hard to find anywhere else. No wonder that That's not my Neighbor is also welcomed with open arms, as it is based on the same premise. Of course, the latter is not a copy, but it has unique elements. One of them is Chester. This quite knowledgeable person asks you 5 difficult questions. Many people are puzzled by them, especially because they used to be different but were changed with the release of Steam edition. Luckily, we gathered them all in this guide.
