Gary Grigsby's World at War for PC was created by Gary Grigsby and 2BY3 Games. The team is popular mainly for the acclaimed Uncommon Valor; as for Grigsby, he is a legend among the fans of war games, who created about 25 titles belonging to the genre, and Steel Panthers is one of them.

On September 3rd, 1939, the British prime minister, Neville Chamberlain, informed the citizens about Britain joining the war, though only a year ago on his return from Munich, he had stated that a period of peace was beginning. Soon after Chamberlain's declaration, France joined the war as well. A war broke out, which ended with the Allies' victory over the Axis.

Mechanics

In Gary Grigsby's World at War for PC, the player can change the course of the aforementioned events. The game is a turn-based strategy, in which the Western Allies can be conquered by the Germans, and Japan can defeat China. The course of the Second World War is in the player's hands and it is up to them to decide about the fate of the countries involved in the conflict. The player commands their armies freely and is capable of winning entire campaigns through applying sophisticated strategies. One can also develop military technologies and bring new, more powerful units into fight. When planning further moves, it is crucial to pay attention to the fact, that the stronger the unit one wishes to obtain is, the longer it will take to produce one. Thus the player is required to think at least a few turns ahead.

The game offers four campaigns, including Spring 1940, Summer 1941, Spring 1942 and Summer 1943 – those last until the end of the war. The world map was divided into 350 areas and five playable "factions" were included – Germany, Japan, the Soviet Union, the Allies, China, as well as over 38 countries which took part in the war. The game features over 15 different ground, air and naval units – each of those is described by 14 attributes at maximum, most of which can be improved-on, through research or development. The AI of the computer-controlled units brings a good challenge for the player.
