The second large expansion for Cities: Skylines, an economic strategy game developed by Colossal Order. The Snowfall add-on introduces changing weather conditions and temperature fluctuation that can significantly influence the functioning of our city. As the temperature goes down, the citizens consume a lot more power, requiring us to meet the increased demand for electricity or build a municipal central heating system.

GameWatcher: 6 / 10 by Dustin Bailey
Every addition that Snowfall makes is fun and adds a bit of variety to your city-building. But those additions are few, and even the more sweeping systems like road condition and heating don't add any long-term strategic considerations to the game. Even the new winter cities are a mostly visual change. It's tough to recommend dropping money on such an insubstantial expansion.
Game Debate: 8 / 10
Overall there's a lot more to love here in Snowfall than there was in the slightly meagre After Dark, and from a visual standpoint alone it's almost worth the price of entry just to build a winter wonderland. Adding in the numerous additional points of depth such as clearing roads, heating homes, and building trams and you've got a meaty add-on on your hands. One year on, Colossal Order has done it again with Cities: Skylines - Snowfall.
GameSpot: 7 / 10 by Brett Todd
With the addition of Snowfall on top of the After Dark expansion released last fall, Cities: Skylines is starting to take shape as an expansive city-building franchise that offers something for any wannabe mayor. One caveat here is that you don't really get a tremendous amount of content, and that what's present is pretty much relegated in specific maps, leaving the impact of this expansion on the overall game fairly minimal. That said, the winter wonderland atmosphere does freshen up the visuals so even while this expansion is not essential, spending a little time in a virtual snow globe city remains awfully appealing.
Cities: Skylines - Snowfall Description
Snowfall is the second expansion for Cities: Skylines for PC, PS4 and XONE. The production, being a classical city-building simulator, debuted in March, 2015, and was well-received by players who waited for a worthy successor of the classic SimCity 4 for years. The title sold over a million copies worldwide, and thanks to the incessant support of the developers and the modding scene it still attracts new players. The expansion and the original game were developed by Colossal Order, which specializes in economic strategy productions and created the Cities in Motion series. Similarly to After Dark, some of the novelties introduced in Snowfall were given at no cost to the owners of the vanilla game in the form of a free patch.
Gameplay
Cities: Skylines – Snowfall for PC, PS4 and XONE introduces changing weather and temperature which actually influence the functioning of our city. As temperature goes down, citizens use a lot more power to heat their homes and workplaces. Our task is to face the fluctuating demand for electricity. We prevent any potential problems by developing power plants and transmission lines or by deciding to build a municipal central heating system. Apart from rain or fog, which are both purely cosmetic, a heavy snowfall can pose a real challenge for the mayor since it may paralyze the street traffic. The players have to ensure that snow removal be performed as well as to provide an adequate number of snowplows. But snow is not only a difficulty; it can also be used to build new kinds of parks and special buildings. All of the above options and structures are available on the new winter-themed map.
Moreover, the players can make use of an enhanced system of collective transport management. Thanks to this, it's now easier to control bus routes and set all options connected to them. However, the biggest novelty is the introduction of the long-awaited trams, which complement the list of the available means of public transportation.
