In theory, you can play local on PC. In practice, however, it requires going far beyond the typical way we use PCs. The "right" style of using a PC is, after all, connecting to a monitor and working with a keyboard and mouse on a desk, which isn't suitable for playing with friends – cramming in front of one monitor, even if it's quite large for monitor standards, doesn't have much to do with convenience.
In order to make such a game at least remotely enjoyable, you need some effort. Connect the PC to a TV, get at least two wireless pads. Then configure everything so it looks good – which may not be that simple, since the developers know that few people use the PC in this manner, and can often ignore these aspects, effectively forcing us to overcome numerous technical difficulties.
Converting the PC into a convenient multiplayer platform really takes effort. And if you indeed manage to – congratulations, you've just spend two hours to get something a PlayStation offers as one of the core functionalities.
