However, you should look on the starting planet. It is one of the most common places, where players find their Apex Predators.

Apex Predator Bug in NMS
If you have scanned the animal which should unlock the milestone, and it does not work, you might have encountered a bug. It is confirmed that some players have to reset the game to unlock Apex Predator. The problem is more common on Xbox consoles.
