Android 18 is also quite good, especially if you wear her Outfit 5, which grants her Chain Destructo Disc (a powerful move, which replaces her Blast 2).
At least for me, the most surprising character, which is high on the tier list, is Mr. Satan. He is a beloved by many protagonist, however, people who know Dragon Ball lore are aware that he is far from the most powerful fighters in the universe (his cost is 1 DP, too). So, why is he so popular? He has a lot of health, and it makes him ideal for tanking opponents. You can’t also overlook Master Roshi, who is also among the best characters, while being low on DP list… Why? He has unblockable ultimates, easy to charge, and a lot of health, too.
